Subject: Urgent Appeal for Immediate International Action to Protect Civilians and Safeguard Essential Civilian Infrastructure
Your Excellencies,
We, a collective of civil society organizations holding consultative status with the Economic and Social Council of the United Nations (ECOSOC), as evidenced by the attached certificates, have the honour to address you with a profound sense of humanitarian duty and an unwavering commitment to the fundamental principles of international law, the protection of civilians, and the preservation of human dignity.
The signatories of this petition respectfully call upon all competent international and national authorities, including ECOSOC, the International Criminal Court, the United Nations Security Council, the United Nations Human Rights Council, and national courts and prosecutorial authorities exercising universal jurisdiction, to act with urgency, resolve, and legal clarity in order to establish the truth, ensure accountability, and secure justice for the victims and their families.
We express our gravest concern regarding the ongoing armed conflict and its catastrophic humanitarian consequences for the civilian population in Iran. The continuation of this situation has placed civilian life, public health, education, scientific research, and essential social services under serious and continuing threat. Any damage to, or disruption of, medical, educational, academic, and research institutions is not a matter of mere material loss; it constitutes a direct assault on the rights, safety, and dignity of civilians, particularly children, persons with disabilities, patients, and all those dependent upon essential health and social care services.
We further draw the immediate attention of the competent authorities to the unlawful military attack carried out by the United States of America and Israel against the territory of the Islamic Republic of Iran on 28 February 2026. Under the established norms of public international law, this attack constitutes a manifest and serious violation of Article 2(4) of the Charter of the United Nations, which unequivocally prohibits the use of force against the territorial integrity or political independence of any State.
The prohibition on the use of force is a cardinal and non-derogable principle of the contemporary international legal order. Departure from this rule is permissible only in two narrowly defined and exceptional circumstances: first, where the United Nations Security Council has expressly authorized the use of force; and second, where the inherent right of self-defence is lawfully invoked in response to an actual armed attack, in accordance with Article 51 of the Charter.
In the present case, neither condition has been met. The Security Council has issued no authorization for the use of force, and no credible, substantiated, or reliable evidence has been presented to demonstrate the existence of an armed attack or an immediate and unavoidable threat against the United States of America or Israel. Accordingly, the assertions advanced by American and Israeli officials purporting to justify this operation under the doctrine of self-defence are, as a matter of law, without legal foundation and wholly incompatible with the accepted standards governing Article 51 of the Charter.
Moreover, this unlawful aggression has resulted in grave breaches of international humanitarian law and has given rise to conduct amounting to war crimes against the civilian population, the consequences of which have been apparent from the earliest stages of the operation.
In light of the foregoing, we respectfully and urgently request the following:
From the Economic and Social Council of the United Nations (ECOSOC), we request that it:
۱. Reaffirm, in clear and unequivocal terms, the obligation of all parties to fully respect international humanitarian law and to protect civilians at all times;
۲. Condemn any attack upon, or threat against, medical, educational, academic, and research institutions, and call for their immediate and effective protection;
۳. Take all necessary measures to protect vulnerable populations, in particular children, persons with disabilities, patients, and individuals requiring health and social care;
۴. Ensure safe, sustained, and unhindered access to medical, pharmaceutical, rehabilitation, and psychosocial support services;
۵. Facilitate an independent, impartial, and credible assessment of the humanitarian impact of the crisis;
۶. Employ all available political, legal, humanitarian, and diplomatic means to prevent further escalation and to protect civilian lives.
From the United Nations Security Council, we request that it:
۱. Exercise its authority in addressing threats to international peace and security, and consider, where appropriate, referral of the matter to the International Criminal Court;
۲. Adopt appropriate measures to secure an immediate ceasefire and prevent the recurrence of such unlawful attacks, including targeted sanctions against those responsible and against states that facilitate or enable violations of international law.
From the United Nations Human Rights Council, we request that it:
۱. Establish a fact-finding commission or special investigative panel to conduct an independent, thorough, and well-documented inquiry into the human rights and international humanitarian law violations arising from this attack;
۲. Submit detailed reports to the relevant international bodies, together with recommendations for legal, remedial, and reparative measures aimed at protecting the rights of victims and their families;
۳. Collect, preserve, and examine evidence, including through field investigations and expert assessments where necessary;
۴. Guarantee access to truth, justice, legal protection, and compensation for victims and their families.
We further call upon all relevant international and national bodies, including the International Criminal Court, the United Nations Security Council, the United Nations Human Rights Council, and national courts and prosecutors exercising universal jurisdiction, to act with the urgency, seriousness, and determination required to uncover the truth, secure justice, and hold the perpetrators of this grave violation accountable.
We also remain fully prepared to cooperate with the relevant United Nations mechanisms in documenting the humanitarian impact of the crisis and in contributing to humanitarian and peace-oriented initiatives.
We thank you in advance for your attention to this urgent matter and for any action you may deem appropriate.
